multiple ongoing IDIQ maintenance improvement projects (~350 yearly task
orders) to $500K in size at the NASA complex at Moffet Field, with focus on
technical root cause failure analysis, and timely and cost effective facility
operations. Provided estimating and functional process flow procedure
standardization for routine task order execution, within a computerized
maintenance management system (CMMS) environment, in support of an
institutional campus-wide construction maintenance program. 2002 – 2007 Parsons
Corp., Pasadena, CA LEAD PROGRAM SCHEDULER / SERVICE ORDER MANAGER; – (2 yrs) Program level scheduling support for
various types of schedule studies in support of a 39 project, 4.5 billion
dollar San Francisco, CA regional water system improvement program.
Scheduling/cash flow scenarios were analyzed for possible optimization
schemes in the execution of the overall program development including
conceptual planning, environmental compliance, design, construction, and
project commissioning. An additional aspect of this role was acting as
a task and staffing manager for project controls personnel, and acting
as estimating coordinator for estimate review efforts. PROJECT CONTROLS MANAGER – (3 yrs) Support to engineering management team for
$20M/year ordnance clean-up activities on the old Ft. Ord, CA military
base. Functions included: overall project controls oversight,
progress status and internal profitability reporting, weekly
baseline schedule updates, cash flow analysis, monthly cost reporting/monitoring
and forecasting, EVMS variance analysis, and miscellaneous estimating

project cost reports, corporate internal cost and margin /
profitability statements, project planning & scheduling,
government cost audit preparation, invoice preparation and/or review, fee and
partial payment analysis, new project proposals in compliance with overhead
